Cobra Video in WILLFULL Defiance of 18 U.S.C. 2257 and a formal complaint
Cobra Video LLC is selling DVD's and providing video feeds of Sexually explicit material in violation of the U.S. Federal Law known as the Child Protection and Obscenity Enforcement Act of 1988. as amended June 23,2005
Cobra Video LLC is operating without valid 2257 records on file at a publicly accessible location as required by 18 U.S.C. 2257.
Cobra Video LLC is in violation of 18 U.S.C. 2257 because the company does not have existing 2257 records for 6 years of production from 2001 to2007.
There 3 bold statements of criminal activity by Cobra Video and I have the evidence to back them up. I have also sent a formal citizens complaint to the Dept Of Justice, Child Protection and Obscenity Division. I am asking as a "concerned citizen" that an inspection of records at the address Cobra Video is presently listing as the location of their 2257 records be conducted as soon as possible! Such inspections are required by 18 U.S.C. 2257 when a formal complaint of willful violation of the law is received!
Cobra Video lists B.Kocis at 60 Midland Drive, Dallas PA 18612 as the location of record. As of 2 weeks ago this record location is a vacant lot! The other location listed on the recent DVD
re release of Take it like a Bad boy is 475 Wyoming Ave. Wyoming, PA 18644.
This is the station for troop P of the Pennsylvania State Police in Wyoming PA! A very unlikely location to maintain records for a pornographers studio! A simple call to the station resulted in a flat denial that any business records for Cobra Video where stored at 
the station.
What about evidence recovered from 60 Midland dr.? Bryan Kocis was murdered on Jan 24th 2007. His home was burned and was quickly declared a crime scene. Since the 2257 records were stored here were they removed by the investigators? The short answer, is no, according to Cpl Leo Hannon of Troop P and an investigator in the Kocis Homicide, NO Paper or computer records were recovered from 60 Midland Dr. So where are the 2257 records? Records which must be produced for inspection by DOJ investigators at any time during normal business hours?
According to the Affidavit of probable cause for the arrest of Joe Kerekes and Harlow Cuadra, one Mr.Cuadra is heard boasting on a "electronic intercept" that all Cobra Master Tapes, Paper 2257 records and the PC Towers with the Digital records were stolen by them and then destroyed! So what is Cobra Videos excuse here they must be aware they have no records.
It is obvious that Cobra Video LLC is in WILLFULL defiance of 2257 regulations! Which can result in a prison sentence of 5 years per violation (each DVD sold without records) and a fine per violation.
Now that I have established The first 2 charges (selling material AND failure to make 2257 records available) what about the third? Does Cobra Video have ANY 2257 records since they have FAILED to make them available at a stated location for federal inspection?
I know of 2 models records that Cobra Video should have in their possession, a record for Sean Lockhart AKA Brent Corrigan and Robert Wagner AKA Aaron Phelps and for the 3 scenes from the LSG catalog that were turned over to Cobra as part of the settlement.
Cobra is still in violation however as they do not state the location where the records are stored! My suspicion is Kocis Estate attorney Al Flores may have the records but this still does not fulfill Cobras Legal requirements. There is another possibility, that Robert Wagner, Bryan Kocis personal assistant and friend may have some 2257 records. Reports as far back as March indicate Mr.Wagner was attempting to "reconstruct "the missing or destroyed records on behalf of the Kocis estate.
So where does this leave Cobra Video and the Kocis Estate?
In considerable Legal jeopardy! Makes you wonder what kind of legal advice the estate is receiving. The heirs of Bryan Kocis are distributing Pornography in violation of Federal Law, this is not a mere technical violation I quote the relevant statute.
(i) Whoever violates this section shall be imprisoned for not more than 5 years, and fined in accordance with the provisions of this title, or both. Whoever violates this section after having been convicted of a violation punishable under this section shall be imprisoned for any period of years not more than 10 years but not less than 2 years, and fined in accordance with the provisions of this title, or both.
What to do?
A Formal complaint has been filed, dispatched to the Department of Justice Child Exploitation and Obscenity Division. This complaint will detail the lack of records being maintained by Cobra Video LLC and request Federal Inspection of the 2257 records at the earliest opportunity.
As a concerned citizen I have written a letter to the same office requesting inspection I have also sent letters detailing this action to My U.S.Congressman Brian Bilbray and U.S. Senator Diane Fienstein so they may be made aware of this ongoing violation of Federal Law. I will remind the DOJ office in this letter that enforcement of 18 U.S.C. 2257 is not Optional but mandatory. Cobra Video must be inspected and must produce the required records!
So you may ask why go after Cobra Video now?
Bryan Kocis is dead his family is grieving!
His Alleged murderers are facing trial can't this await that conclusion?
The answer is No! Of course No! Federal Law makes no distinction here.
The Law must be enforced!
In researching this post I have come across countless adult studios inspected and fined for much less than the actions of Cobra Video. There is also the issue here of Bryan Kocis who has been under investigation in the past for Child Pornography. Mr.Kocis has been suspected of ongoing criminal activity all duly reported to federal authority's in countless depositions and interviews! Federal inaction here has been appalling and is simply unfathomable. Attention must be drawn to the ongoing scandal that is Cobra Video LLC. An Unethical and illegal Pornographic business that operated with official indifference for 6 years despite its owner being convicted in 2001 and placed on probation in a case involving the rape of a 15 year old boy. What special deal did Mr.Kocis arrange for himself, at what cost?
I encourage all fans and friends of Sean Lockhart AKA Brent Corrigan who testified in 4 FBI depositions (confirmed by Penn State Police investigators) in 2005 & 2006 stating and proving to Federal Agents his true age, his underage video work with Cobra Video, the procurement of a fake ID at Mr.Kocis insistence with the complicity of one Robert Wagner (forced to sign the since destroyed 2257 record). Sean Lockharts true Age has also been established after submission of Birth certificate and U.S.Passport to a Federal attorney who has certified the documents as genuine. The documents were also submitted to a federal mediator. The question of Underage porn at Cobra video is no longer in dispute!
Federal Agency's have been informed of other underage boys who worked for Mr.Kocis.

Luzerne County Prosecutors have admitted that they based the robbery charges detailed in the arrest affidavit for Harlow Cuadra SOLEY on the alleged statements Cuadra made on the Black's Beach Tapes. In other words,

You have done what prosecutors HOPE a jury will do, i.e., assume that Cobra Video's records were in fact stolen and destroyed. The State has never claimed that it conducted an investigation and determined that Cobra Video records were missing from where they were believed to have been kept.

That is spin to the nth degree. 18 USC 2257 is solely Federal jurisdiction, enforced by the FBI or the Attorney General's designee, that is, another Federal law enforcement agency. State law must always conform to the US Constitution and/or the US Code, Civil and Criminal.

Jon this is not exactly news J.Gabrielle stored the 2257 for her friend Bryan at her hair salon in Wilkes Barre until July 2004. That month the FBI made an inspection and while looking thru the files started making comments about "underage porn"!
Miss Gabrielle was naturally freaked as she had customers in the Salon and they heard all this! She called Bryan and demanded he get his records NOW and get them the Hell out of there! Sean was along for the ride because he was there (would we know about it if he was not?)
As for Bryan converting to Electronic records He mentioned this in an email to me in August 2004!
Bryan mentioned there were a lot of computer problems that August. Bryan was very worried about a security breach,maybe a Hacker. He seemed to be very distracted in August!

Well first I would encourage all ex- Cobra boys to decline to submit new records. (They are under NO LEGAL obligation to do so)
If they are threatened by Robert Wagner AKA Aaron Phelps I urge them to contact the FBI immediately! The FBI is well aware of who Robert Wagner is and his involvemnet with Bryan Kocis.
Any Ex Cobra model who wants to avoid FBI or Police I encourage you to contact me. I have other contacts who may be of interest and help to you.
Finally if an ex-Cobra boy is approached by Robert and feels they must provide a new record (to prevent harassment or outing to family) I would suggest asking for as much as you can get. In Cali a few years back a straight porno studio lost their records to a fire and had to cough up 500- 700 dollars a model for new 2257 forms!

Robert Wagner started this back in January with his personal attacks & vendetta of hate directed toward Sean.
Then he started whitewashing and defending Bryans Behavior. This was simply unacceptable, especially to me. My Antipathy toward BK goes back much farther than Grant or Sean(4 years)
With my continued focus on Kocis and Cobra Video I received information that Bryan had cheated justice for years, that he was involved in criminal activity that was more than "underage video" Felony's that would have put him away "permanently".
All of this and more will be revealed on a new more comprehensive & permanent website!
